In 1967, the Los Angeles Fire Department (LAFD) established a collection of rules governing the operation of fire protection equipment and systems in the city. These rules became known as Chief’s Regulation No. 4—the name refers to the fire chief’s role in creating and enforcing these guidelines. Under Chief’s Regulation No. 4, all fire protection equipment and systems across Los Angeles must undergo testing at scheduled intervals to ensure acceptable performance.
Originally, the Chief’s Regulation No. 4 called for all testing to be witnessed by the fire department fire station or fire prevention unit personnel. This requirement proved to be difficult to comply with, however, due to the strain on LAFD resources. In response, Chief’s Regulation 4 codes were amended in the 1980s to authorize certain qualified individuals, called “certified testers,” to perform tests of fire protection equipment.

Regulation 4 Testing Intervals
Under Chief’s Regulation 4 codes, certain types of fire prevention and fire suppression systems and equipment must be tested annually, while sp[rinkler and standpipe systems require testing every five years.
